So, the five days thing... Portland didn't used to do clear-outs of homeless camps. We do now. But, the laws require notice to be posted in advance in the area so they can leave on their own. Sometimes, homeless people or homeless activists remove the notices and use it to legally challenge the clear out. So, the police had been writing the notices in paint pens and due to where camps are, it's often on park sidewalks or on the side/back walls of apartment buildings. They may go back and clean the paint, but people have been freaking out over seeing 'you have five days' written in various places. And Portland being Portland it's very likely some people have been writing that phrase around to highlight homeless problems or where camps where cleared out, draw attention to homeless issues.
tl:dr - It's a probably a ref to camp clear outs, but being freaking out on social media because it's just a creepy to run into words like that is also a thing
